Is it possible to get a current unspent transaction outputs set from a Bitcoin node? Or more generally, is it possible to get a UTXO set at an arbitrary block height?
If not possible through a node, is there any other solution that provides that?

No it’s not possible currently with a Bitcoin node, but you can use an Insights API server, like https://www.mattercloud.net/
If you want to calculate it at a specific height your best bet might be building a custom Neon Planaria (https://neon.planaria.network/) or ‘Hummingbird (https://github.com/synfonaut/hummingbird) that builds up the state you need.
